Save data for Offline characters, on the other hand, is stored locally. That means you can make backups of it if you wish, and can play even when you don't have an internet connection. Bear all Start Diablo 2 Resurrected and make a new character. Save & Exit. Close game; Copy your corrupted character and new one to a test folder, and another time to a back up folder. Open the Hex editor and open the d2s file of your corrupted and new character in your test folder. Type in google: neoseeker diablo 2 hex edit, and you will find a Saved No. Offline files are saved locally. Otherwise, it wouldn't be offline, would it? If you want, you can move the Saved Games folder to Onedrive. Be aware that this will affect all games that save to the Saved Games folder. This shouldn't be a problem, but some games (Wolcen comes to mind) won't work unless that folder is in the default location.
Can you create another offline character and get into a game? If not, then that indicates that the shared stash file is corrupt. Deleting (or moving it out of the save game folder) should fix that, but at the cost of everything in your shared stash.

If you're playing pc offline, default location the character save files are saved is: This PC > Local Disk (C:) > Users > whatever your login is > Saved Games > Diablo 2. This is NOT the same location where the actual game is stored on the C: drive (which will be under program files).
